VAT reliefs for disabled people are not means-tested. They are not dependent on the benefits a disabled person may or may not get and a person does not have to be registered disabled in order to qualify.
Who can apply for VAT relief.
A person who is chronically sick or disabled.
What chronically sick or disabled means.
A person is ‘chronically sick or disabled’ if they are a person with a:

physical or mental impairment which has a long-term and substantial adverse effect on their ability to carry out everyday activities

condition which the medical profession treats as a chronic sickness.
